Pilot practices to be implemented to popularize new generation working models and optimize working days aim to bring the current working order to modern standards. Contrary to the widely publicized claims of "working four days a week", the main focus of the program is the distribution of the legal 45-hour weekly working time in a more efficient and flexible structure, rather than a direct three-day holiday model.
In Germany, one of the countries that attracts the most attention in this regard, four-day study trials carried out with the participation of 45 companies revealed striking results. While most of the businesses that reduced their working hours were satisfied with this practice, at the end of the two-year monitoring period, it was observed that 70 percent of the companies had permanently adopted shorter working hours. However, rather than a rigid "four-day week", this transformation in Germany was shaped by flexible practices such as weekly hour reductions, monthly performance targets and optimized shift systems. On the other hand, Iceland took a more radical step by reducing the weekly working hours from 40 hours to 35-36 hours and not making any cuts in employees' wages.
In Türkiye, there is no official decision yet regarding the immediate implementation of new generation working models as a uniform rule across the country. According to evaluations, the most fundamental criterion that will determine the direction of the planned reforms is not only reducing the number of working days; Considering the dynamics of Turkey's labor market, the aim is to transition from traditional models to more dynamic and productivity-supporting structures.
Among the scenarios likely to be implemented in the new period, flexible working models customized on a sectoral basis rather than a uniform system stand out. While reducing weekly working hours or condensed programs compressed into four days can be implemented in office environments and the service sector; In shift-based sectors that require uninterrupted service, such as production, healthcare, retail and logistics, special plans will be made according to work intensity and number of personnel. In this regard, it is envisaged that Türkiye will transition to a flexible and modern working model that fully adapts to the structure of the workplace and the sector, as in the German example, rather than a "four-day work" system with strict rules.
