The Ministry of Commerce took strategic steps in the 2026 Import Regime in order to strengthen Türkiye's industrial infrastructure, facilitate the supply of raw materials and inputs to domestic producers, and place foreign trade on a sustainable basis. With the "Amendment Decisions on the 2026 Import Regime", which came into force after being published in the Official Gazette, tax reductions and exemptions for raw materials and intermediate goods that are of critical importance in production processes were put into effect. With this comprehensive regulation, it was decided that the products exempt from customs duties would also be exempt from additional customs duties.

In the extensive import regime, which includes approximately 15 thousand different product groups, only around 150 sub-product categories were revised so as not to shake the market balances. In the statement made by the Ministry of Commerce, it was stated that customs duties were partially increased in a limited number of sub-product groups with high domestic production capacity. While these increases within the framework of international trade rules provided a protection shield to domestic producers, the customs duty burden was alleviated with the opposite approach for inputs that are not produced in Turkey.

Import transactions made within the scope of Free Trade Agreements (FTA) and Customs Union partnership were excluded from these new regulations. With the new import regime, control mechanisms have been tightened to prevent low-value declarations made at customs, especially for tax evasion. The Ministry of Commerce announced that it will closely monitor the effects of these new tax and exemption policies on the price chain from raw materials to the final consumer. It was stated that the regulations made do not only target tax increases, but also have a vision of reducing costs in critical inputs to keep the wheels of production turning.
